The round table “Reforming and modernizing the State Aid system to encourage economic development” held in Sarajevo

Center for Policy and Governance within its project “Implementation of the BH Law on state aid and better distribution of grants” organized the round table on the subject “Reforming and Modernizing the State Aid system to encourage economic development”.

As one of the preconditions for EU accession, BiH engaged in the process of reforming the state aid system.

-  In front of Federal Ministry of Finance, which was tasked to conduct an inventory of the state aid on Federal level, we are the beginning of an extensive process. We have conducted two inventories for 2011 and 2012 that served as a training, which we welcomed in order to comprehend what is the state aid – said Draško Jeličić from the Sector of Finance within the Ministry of Finance of FBiH to FENA (Federal News Agency).

BiH is at the beginning of the development of the state aid system because “it took a lot of time to adopt The State Aid Law on state level”.

-  This area is relatively new in BiH, while in Croatia there is an agency that is responsible for addressing isses in this area since 2004, and on state level Croatia adopted around 40 amendments on state aid law. It is very wide and extensive area that should be used as a control of the expenditure of state funds through specific financial subsidies – said Jeličić.

Jeličić could not confirm possibility for implementation of this law in short period of time, but points out that Ministry of Finance of FBiH is intensively engaged in this process, and received support by “appointing one state official, whose activity throughout the year will be linked with this type of state aid”.

On experience from from Croatia’s negotiations with EU, specific institutional solutions and current issues with implementation of the state aid, Marko Maček, deputy director of Croatian Competition Agency will be speaking hereafter.

Project “Implementation of the BH Law on state and better distribution of grants” has been enabled by the generous support of the American people through the U.S. Embassy in Sarajevo, and policy development activities of the Centre for Policy and Governance and this Project are supported by OSI Think Tank Fund.
